If the EU did not exist it would have to be invented to deal with the current global threats of the 21st century – climate change, economic and financial meltdown, international terrorism and energy security.
It is easy to characterise the European Union as a cumbersome behemoth trampling on national identities and out of touch with the will of the people. The same could be said of Whitehall and the British Government or indeed any level of government that becomes too remote and incomprehensible. This clearly has to change under the proposals being nurtured by the Convention on Europe's future.
